Fire Horns Pupose?

I'm curious if we can do anything about the fire station horn downtown? I understand that it was once a way to notify the courageous volunteer firefighters but, its 2013, we have pagers and even cell phones. Technology has come a long way since the horn was put in. Is a terrifying horn really necessary? I have been downtown as many of you have while the horn is going off and I see crying children, confused adults, and scared dogs. Yes I'll admit it is funny to see grown men jump, but even for me, someone who is reminded of when its 12:30pm (why!?) it gets my heart racing.  Can we turn down the volume, or even turn it off? To those of you who will say, "oh its part of the small town charm," honestly, tell me, you like it? If I am missing some other purpose besides alerting volunteer's, I am sorry. Also, please volunteer's, don't get me wrong, I love you and all the work you do, your willingness to help our town at a moments notice, and the risks you take daily. I appreciate you. I am just mystified by the horn. Thank you, again.
