Communication Systems Upgrades

The Source detailed more than $1MM in "needed" upgrades to microwave towers and other communication equipment.  Can anyone explain if this stuff is indeed "needed"?  Would this have gotten our power back on or our streets plowed faster?  How exactly did our current communication system fail us in the last three storms?  Or is this another "nice to do" in a small town with big budget ideas?
